Which way do you install a upvc door panel with part mdf and insulation?

Looking at the door panel in section, there is a small layer of MDF and insulation about 3 times thicker than the MDF. The panel is about 2cm thick. Which way does the insulation side go. Does this face the outside or inside. I have currently got the MDF side facing the inside. Is this correct?
