Can your employer reduce your base salary pay as part of a "new and improved" pay plan?

The company I work for is proposing to reduce our base salary pay (for managers) and concoct this new and improved pay plan with performance based incentives and bonuses. I am not afraid of working harder and trying to make more money, however they will not provide the resources and training to do so. Is it legal to reduce base pay? Can I file for unemployment for the difference?
