What is the best way to report a teacher?

Most of the things you mention aren't terrible, but in combination, they can be somewhat problematic (still, I've seen a lot worse). If she is a new teacher, she may just be very nervous, and if the students are being this judgmental, that just makes things worse. It is worth saying something to an administrator (either a department chair or the principal, depending on the size of your school), and observation would make sense. However, be kind. If you haven't already read "To Kill a Mockingbird", it is a perfectly acceptable book for sopres (or adults), not just 9th graders. Insisting on hall pes is appropriate, even if the bathroom is nearby. I have to question the truth of some of the rest, such as giving a student detention "just for existing". If that were true, that student or his/her parent would have complained long ago! And misspeaking, or forgetting something like a location, isn't fatal. The only really negative thing I see here is the fact that you don't understand what she wants from you. That can be fixed relatively easily, and it is usually pretty effective to have someone (preferably another teacher, not an administrator) observe and give suggestions..
