How can I create a flash menu with a gif or psd file.?

I am trying to make a horizontal menu bar suing macromedia cs5. in cs4 it was really simple to build the bar as it had a feature for it. Basically I am trying to make a menu bar out of a custom graphic i designed and have lights outline your option. Similar to what they have on http://www.harmonyfestival.com/ without the drop downs, I think I can make them later. Any advice or tips the right way would be great. Maybe if you can send me to a tutorial I can figure it out.
